Goodwill NYNJ Selected to Advance Mission of ICD Following Nonprofit’s Closure

Goodwill NYNJ Receives More Than $12 Million in Funding to Enhance Services for People with Disabilities in New York City

New York, NY – October 13, 2026 –

Goodwill Industries of Greater New York and Northern New Jersey (Goodwill NYNJ) announced today that it has received more than $12 million in funds and other assets from the nonprofit Institute for Career Development (ICD), following ICD’s closure in August 2024 and New York State’s approval of the transfer on June 18, 2026.

With the transfer, Goodwill NYNJ is now able to expand its own programming to support individuals with disabilities in New York City, allowing ICD’s core mission to continue. The transfer includes funding and other assets, including ICD’s intellectual property, to support:

  • Vocational Training Programs uniquely designed for people with disabilities
  • High School Transition Programs to connect New York City high school students with Individualized Education Programs and 504 Plans to internships, job experience, and career navigation
  • GED Testing for Adults with Disabilities, which centers universal design to provide for all allowable accessibility GED testing options at scale.

Goodwill NYNJ will integrate these capital and intellectual resources into its existing programs, including its GoodTemps staffing agency, which provides inclusive employment opportunities for people with disabilities.

ICD served New Yorkers with disabilities for 107 years – from 1917 to 2024. In accordance with New York State nonprofit dissolution procedures, ICD’s Board of Directors approved a plan to transfer its remaining assets to Goodwill NYNJ, ensuring that ICD’s commitment to individuals with disabilities will continue.

“Goodwill NYNJ is fully aligned with our own mission, and we are deeply grateful for their partnership here and willingness to step forward to carry on ICD’s mission,” said Joseph McDonald, former Co-President of ICD. “Our priority throughout this transition has been to ensure that New Yorkers with disabilities – many of whom face significant barriers to employment – will benefit going forward from these crucial services. Goodwill NYNJ’s proven commitment to workforce development and disability inclusion makes them ideal for this opportunity.”

This transition marks the convergence of two organizations with a combined legacy of over 200 years of service to the disability community. Both ICD and Goodwill NYNJ have long championed
the rights of individuals with disabilities to access meaningful employment, independence, and
dignity. Their shared values – centered on empowerment, inclusion, and economic mobility –
make this partnership a natural evolution. As a reflection of Goodwill NYNJ’s commitment to
this transfer – and its ongoing impact – Goodwill NYNJ elected two ICD Board Members to its
Board of Directors in 2025: Robert Bliss and Beatrice Mitchell.

The Need: Employment for People with Disabilities in New York City

According to the NYC Comptroller’s Office, “The disability employment rate in New York City is
half that of non-disabled New Yorkers. Outcomes are even worse for people with disabilities
who are Black, Hispanic, or male, as well as those living with a cognitive, ambulatory,
independent living, or self-care disability.”

Goodwill NYNJ has a longstanding commitment to addressing these inequities. In the past year,
the organization provided job training, placement, and coaching to thousands of New Yorkers,
including 2,857 individuals with disabilities, and placed 849 in competitive employment outside
of its thrift stores. Goodwill NYNJ’s services for people with disabilities include supported
employment, transition services for young people, day habilitation, and GoodTemps, its
nonprofit staffing agency, where more than 75% of employees have disabilities. Through
partnerships with inclusive employers across New York and New Jersey, Goodwill NYNJ helps
people with disabilities find meaningful work and the ongoing support they need to keep it.

“We are honored that ICD has selected Goodwill NYNJ to carry on its legacy,” said Katy Gaul-
Stigge, President and CEO of Goodwill NYNJ. “This funding will allow us to expand our reach and
deepen our impact for New Yorkers with disabilities, in our ongoing effort to ensure access to
meaningful work and economic independence. Together, our organizations have 216 years of
experience serving the disability community – and we’re just getting started.”

“Workforce development is economic infrastructure, and a strong workforce system has to
create real pathways to good jobs and economic mobility for every New Yorker,” said Gregory J.
Morris, CEO of the NYC Employment and Training Coalition. “For more than a century, ICD
helped remove barriers to employment for New Yorkers with disabilities. Goodwill NYNJ can
build on that legacy and turn this investment into expanded access to training, employment,
and opportunity for New Yorkers who have too often been left out of our economy.”
